ICS calls for more ambitious CO2 reduction goals

        Chamber tells IMO it also needs to recognize concerns raised by developing nations over the impact of emissions reductions on trade.
        THE International Chamber of Shipping is to petition the International Maritime organization to take action to cut CO2 emissions in the shipping sector so as to match goals laid out under the Paris Agreement on climate change.
       ICS chairman Esben Poulsson said at its annual general meeting in Istanbul: "It is very important that IMO sends a clear and unambiguous signal to the global community that shipping’s regulators have agreed some ambitious objectives, with numbers and dates, for reducing the sector’s CO2 emissions, in the same way that land-based activity is now covered by government commitments under the Paris Agreement."
        Along with other shipping organisations, the ICS made a submission to the IMO member states proposing that the organisation should keep international shipping's total CO2 emissions per year under 2008 levels; cut CO2 emissions per tonne-kilometre as an average across the industry by a minimum of 50% by 2050 versus 2008; and reduce the industry's total yearly CO2 emissions by an agreed percentage by 2050 as compared with 2008 levels.
        The ICS is requesting that the IMO stay in control of further measures to handle CO2 emissions from vessels and come up with a worldwide solution over those at a national or regional level which could distort the market.
        "Shipping has a very good story to tell about reducing CO2 but this is difficult to convey so long as there is no clear signal from IMO as to what our collective CO2 reduction objectives should be," said Mr Poulsson.
        The chamber urges the IMO take up these objectives as part of the initial CO2 reduction plan to be decided upon in 2018 in light of the IMO Roadmap's adoption last year.
        The IMO also needs to recognise concerns raised by developing nations over the potential impact of emissions reductions on trade and sustainable development, said the ICS. It added that any objectives adopted should not look to put a binding cap on shipping's total CO2 emissions or emissions from individual vessels.
        Mr Poulsson said: "Dramatic CO2 reductions alongside increasing trade can only be achieved with the development of alternative fossil-free fuels - something which needs to be identified by the IMO strategy.
        "The long-term future of the industry, like the rest of the world economy, must eventually be fossil fuel free. The trajectory for getting there, not least the development of alternative fuels, could well take us several decades. But this will only be achieved if the industry itself pushes for the adoption by IMO of some suitably ambitious objectives so that all concerned are under no illusion about the scale of the task ahead."

    ICS连同其他航运组织向IMO成员国提交的一份提议表示,IMO应该保持国际航运每年总体二氧化碳排放量低于2008年的水平;至2050年,整个行业的二氧化碳排放平均水平较2008年每公吨公里至少下降50%;至2050年,行业的总年度二氧化碳排放水平较2008年减少量达到商定的百分比。
    ICS要求IMO继续采取进一步的控制措施处理船舶的二氧化碳气体的排放,并找出一项全球性的解决方案,以解决在国家或地区层面上可能因此而出现的市场扭曲问题。
    Poulsson表示:"航运业的减排情况其实不错,但是很难表达出来,因为IMO没有给出一个明确的指标,用以表明航运业的二氧化碳减排目标的具体指标。"
   根据IMO在2016年制定的《国际海事组织路线图》,计划于2018年初步确定二氧化碳减排计划。
   ICS表示,IMO还需要认识到发展中国家对减排活动给贸易和可持续发展带来的潜在影响的担忧。任何被采纳的目标都不应该对航运业的二氧化碳排放总量或个别船舶的排放设定一个约束性的上限。
    Poulsson表示:"航运业的减排情况其实不错,但是很难表达出来,因为IMO没有给出一个明确的指标,用以表明航运业的二氧化碳减排目标的具体指标。"
    "像世界其他航业的经济发展情况一样,航运业要实现减排目标,达到的长期发展,最终还是需要从燃料处着手,特别是寻找到相应的替代燃料源,但花费这可能需要我们几十年的时间。实现这一目标需要国际海事组织的推动以及有关各方的共同参与。 "
